Brokers don't offer MT4. MetaTrader 4 is free, download it from their official website. Then you connect to a broker (a Forex broker) not a binary options broker. This way you will get the price quotes but make sure the price feed you get is close to what prices you get at your regulated binary options broker. You use MT4 for the analysis but execute the trades on the brokers platform. 1-2pip difference is ok.
